Tear Staines

Hi, My bichon Frise puppy has tear staines on her eyes. I have tried cleaning them with cotton wool and cooled boiled water. I have aslo bought some lotion from the pet shop and applied it daily as directed, but it has still not worked. Has anyone here got any tips or ideas on how to get rid of them.
TIA

It is possible to have a vet flush the tear ducts.
We have been told it does help, if not stop it all together.
We wash around Chicklets eyes almost daily and that keeps it to a minimum. We even noticed Jag licking around Chicklets eyes, that seems to clear it up very well.
